Research and Innovation (R&I) constitute a crucial pillar to fulfil this objective. Integrated SET Plan Since 2007, Europe has taken a strategic approach to innovation and identified priorities that have been delivered through the Strategic Energy Technology Plan (SET Plan), with the aim to speed up the energy transition. In September 2015, the SET Plan Communication, tackling the energy system in Europe as a whole and going beyond a 'technology silos' concept, translated the Energy Union Research, Innovation and Competitiveness priorities into 10 Actions. Since then, through a widely participatory process, national governments, industry and research actors, involving 154 umbrella organisations that represent 16700 entities, have set ambitious R&I targets in each of the 10 priorities. The aim of these targets is to accelerate the decarbonisation of the energy systems, by making technologies cost-effective and better-performing. Reaching the targets will place Europe at the forefront of the next generation of low-carbon energy technologies and of energy efficiency, creating economic growth, jobs and increased competitiveness.
