<abstract displayLabel="Summary">Le terme de "relations" est suffisamment objectif pour ne heurter aucune sensibilité. Mais la vérité oblige à dire que ces relations ne sont pas de plus cordiales. Leur état actuel conduirait plutôt à les qualifier de tumultueuses, crispées, pour ne pas dire conflictuelles. Le tumulte provient d'une jurisprudence, qui a fait grand bruit, et dont les conséquences sont encore mal appréhendées. La doctrine, qui s'en fait l'écho, montre une certaine crispation: chacun s'accroche à ses positions. Dès lors, le conflit est inévitable</abstract>
