<abstract displayLabel="Summary">Todo ha sido caótico en torno a la tragedia de Hillsborough, incluyendo los servicios de emergencia, y unas semanas más tarde la opinión pública británica se pregunta cómo fue posible que todo funcionara tan mal. Estos accidentes han puesto a prueba, y en parte han permitido perfeccionar, un sistema de emergencias que está centralizado a nivel de cada condado, los cuales ocupan poca extensión territorial y cuentan con una excelente red de comunicaciones que les permite llegar a cualquier parte, dentro de su demarcación, en un tiempo mínimo. Sin embargo, este sistema ha relajado la seguridad en los lugares donde se producen grandes concentraciones humanas, y por tanto, los accidentes pueden alcanzar unas magnitudes y consecuencias mayores</abstract>
