<abstract displayLabel="Summary">El plan de protección integral de una ciudad es un diagnóstico del estado de seguridad en que se encuentra, un conocimiento anticipado de los sucesos catastróficos que puedan acaecer y una protección preventiva, en forma de recomendaciones técnicas y planes parciales adecuados, para evitarlos, actuando siempre dentro de la más idónea relación coste-eficacia para conseguir la máxima protección ante agentes agresores propios y externos para la población, el patrimonio, el medio ambiente y la calidad de vida en la ciudad</abstract>
