<dc:description xml:lang="es">Sumario: The aim of this paper is to assess that this EU reorientation towards the East and North can damage the fragile economic and political systems of its Southern neighbours, unless the Declaration of Barcelona compensates for it. The foundation of this paper is the analysis of trade flows between the EU and its borders and peripheries, on the economic side, an the political dimension of this relationship, on the strategical side. The authors identify three shortcomings in the Declaration of Barcelona: the failure in opening European agricultural markets, the holding up of economic and political "status quo" in Mediterranean countries and the difficulties to implement the instruments to develop a cultural dialogue between European and Arab culture</dc:description>
