<abstract>La Constitución Española de 1978 ha definido el marco de relaciones autonómicas en los últimos 25 años. El proceso descentralizador, basado en los principios de unidad, autonomía, coordinación y solidaridad, ha ido implantándose progresivamente en las Autonomías, independientemente de su vía de acceso. Actualmente, y por el costoso traspaso de la sanidad, se está planteando un nuevo sistema en términos de balanza fiscal, pero no queda clara la convergencia regional y el traspaso de competencias</abstract>
