<abstract displayLabel="Summary">Le Nouveau systéme d'assurance préconise par le second rapport Spinetta est entré en vigueur depuis le 1er janvier 1983 (loi du 18 junio 1982, article 30; nº 2314, 2375). Désormais, un fonds public alimenté par l'impòt financera la résorption du déficit pass, "l'hyper-inflation" et des actions de prévention animées par l'Agence nationale pour la prévention, l'assurance de responsabilité fonctionnera en capitalisation et des mesures sont envisagées pour améliorer l'articulation entre l'assurance de dommages obligatoire et les assurances de responsabilité</abstract>
