Desde 6 de noviembre de 2004, la pieza básica de ese conjunto normativo, el Estatuto Legal del Consorcio, ha quedado constituida por el texto refundido aprobado por el Real Decreto Legislativo 7/2004, de 29 de octubre, publicado el 5 de noviembre de 2004 y modificado desde entonces por la Ley 12/2011, de 27 de mayo</abstract>
