Invoking the mantra that economic security is national security, the United States has adopted a wide range of measures to protect its technology and manufacturing sectors. On a substantive level, these measures appear to be part of a longer-term strategy of protecting U.S. technological dominance and decoupling key sectors of the U.S. and Chinese economies. On a procedural level, the United States is also seeking to remove international judicial review over its economic decision-making in general and its invocation of national security exemptions in particular. 1.
