The second section assesses the situation and reform prospects for pensions and health care in Brazil, Ecuador,  Guatemala, and Venezuela. The concluding chapter examines the conditions and factors that affect vaious types of reform, summarizing and comparing the main characteristics of structural reforms and formulating policy recommendations</abstract>
