The Control of Major Accident Hazards Regulations 1999 (COMAH) implement the Seveso II Directive, and are important for controlling major accident hazards involving dangerous substances, in Great Britain. The Regulations are enforced by HSE and the respective Environment Agency acting as a competent authority. It is for this reason that this guidance is a joint publication. A COMAH safety report is an important part of these controls for those sites with the greatest hazards. It is a concise description of safe and environmentally sound operation during the life cycle of facilities processing or storing dangerous substances. The information gathered for the safety report should identify major accidents, describe the measures in place for preventing such accidents and limiting the consequences of any which do occur. The safety report is evidence that an operator has carefully scrutinised these preventive and control measures
