<abstract displayLabel="Summary">A partir de la aprobación de la nueva NBE en el mes de marzo de 1991 se han producido una serie de manifestaciones a favor y en contra de la misma. Aunque ésta ha sido una norma "largamente anunciada", la realidad efectiva no llegó hasta el 1/3 de 1991 con el Real Decreto 279/1991. A partir de esta fecha se han producido una serie de debates y exposiciones donde ninguna voz se ha alcanzado en su defensa.</abstract>
