<abstract displayLabel="Summary">Nunca se ha ilustrado tan dramáticamente la verdad de esta observación, efectuada por un arquitecto de la UNESCO, con las cifras de víctimas de los dos espectaculares terremotos producidos entre 1988 y 1989 en Armenia y en San Francisco. Es verdad que las amenazas naturales pueden ser inevitables; tienen como origen fuerzas sobre las cuales no tenemos control. Pero las pérdidas y los daños que estas amenazas generan no tiene por qué serlo. Siempre que se tomen las medidas de prevención adecuadas, la destrucción y las muertes pueden minimizarse</abstract>
