Sumario: The purpose of this paper is to discuss first the characteristics of 'social' regulation in the safety, health and environmental fields, and then to focus on the nature of standards, the heart of these statutes, and the inadequate data base to implement promulgation and enforcement of standards. Finally, the experience to date has highlighted research needs and changes demanded in professional conduct of industrial hygiene
