<abstract displayLabel="Summary">La formación y la tecnología participan en España del estatus de verdades sociales pero la complejidad del sistema productivo las tiene situadas en una posición más reactiva que proactiva. Entiéndase que no es inadecuado. Se puede decir que es bajo en relación a otros patrones de renta o también que es insuficiente para plantearse cotas superiores de desarrollo, pero es un error calificar el nivel de esfuerzo tecnológico o de formación como desajustado a nuestra realidad industrial. La empresa ha aumentado la necesidad de cambio basado en la mejora del aparato productivo, siendo la innovación su motor y consecuencia. Si el cambio en la empresa ha de dirigirse a mejorar su itinerario, el capital humano es quien ha de imaginarlo, planificarlo y ponerlo en práctica y ello no es posible si éste, en su conjunto, no tiene un nivel de formación proactivo suficiente</abstract>
