<abstract>Professor Barnett's analysis demostrates that the direct contribution that CAPPS II(Computer-Assisted Passenger Prescreening System) will make to increased safety is problematic. His disinclination to take on the questions of privacy and the potential intrusiveness of the CAPPS II(Computer-Assisted Passenger Prescreening System) system suggest to me that he may also have underestimated the costliness of the system over time. The author also thinks he underappreciates its potential deterrent effect within the specific context of commercial air travel. His analysis points up a major problem in legacy policy toward risk</abstract>
