<abstract>La financiación del gasto sanitario plantea una problemática que se debe situar en un doble nivel. En primer lugar, debe de abordarse desde una perspectiva general, como un problema típico del estado del bienestar, que afecta a uno de sus pilares básicos como es la sanidad, concebida como un servicio público, universal y gratuito. Y por otro lado, existe un problema derivado de la estructura descentralizada del Estado, puesto que las comunidades autónomas prestan el servicio sin tener la llave de los ingresos</abstract>
