520  ‎$a‎The research project under discussion was conducted for the Center for Chemical Process (CCPS) by Concord Associates, Inc. and JBF Associates, Inc. The objectives of this research project were to develop measures of performance and effectiveness for two of CCPS'elements of process safety management described in the CCPS publication "Guidelines for the Technical Management of Chemical Process Safety", and at the same time refines the measure development procedures that would be used to build performance measures for the additional elements. The main objective or this project was to provide a tool that provided a continous measurement of process safety management performance. The results of audits are not useful for continuous measurements. Managements have historically accepted quantitative measurements for personnel safety such as lost workday cases, workers compensation costs and indirect costs, etc. However, there has never been a quantitative measurement acceptable to management for measuring the performance of chemical process safety
