<abstract displayLabel="Summary">A priori idea about very high level of risk in Russia is confirmed by investigation of statistical date of death rates. It has been shown that the level of background mortality risk in Russia really more than such risk in other developed countries on factor about 10. Therefore the problem of regulation of public safety, and risk management in particulary, should be considered as one of the important problems socioeconomic stability in the country</abstract>
