The first question it considers is that in order to achieve full employment one must understand the fundamental changes of todays economy. This book is largely devoted to the consequences of the fact that service functions have become dominant in all the sectors of the economy, and in particular, in the industrial and manufacturing sectors, in the last 30 years. This implies that the growth in services is not merely a question concerning the tertiary sector but also overall fundamental economic changes. This influences both the quantity and the quality of employment possibilities available. It also addresses the fact that the lengthening of the life cycle increases the possibility for partial employment for all those over 60 years of age
