<abstract displayLabel="Summary">Todavía quedan en España multitud de servicios de bomberos cuyos parques cuentan con dotaciones por debajo de mínimos para acometer cualquier tipo de siniestro, lo que obliga a sus efectivos a asumir gratuitamente altos niveles de riesgo. La necesidad de establecer dotaciones compuestas por un mínimo de cuatro intervinientes no atiende únicamente al sentido común, sino que se basa en diversos datos y estudios al respecto. </abstract>
