<abstract displayLabel="Summary">La crise financière de 2008 a laissé des traces. Sous la houlette du Conseil de stabilité financière, émanation du G20, l'Association internationale des contrôleurs d'assurance (IAIS) oeuvre au renforcement de la réglementation des groupes d'assurance réputés systémiques. Parallèlement, elle cherche à doter le secteur d'un cadre prudentiel commun, avec comme point d'orgue une nouvelle exigence de capital commune pour tous les groupes actifs à l'international, l'Insurance Capital Standard (ICS). Le tout dans des délais très contraints. Cette double ambition pose un problème d'articulation avec Solvabilité 2, et son succès dépendra, in fine, d'une volonté politique mondiale.
