<abstract displayLabel="Summary">Las condiciones aprobadas en Maastricht no garantizan el diseño de una entidad europea en la que los comportamientos monetarios y fiscales sean los idóneos. Las diferencias en las tasas de inflación o en las posiciones fiscales han representado una fuente de divergencias entre los intereses de los distintos países soberanos. Por otro lado, es probable que la integración económica y monetaria genere una mayor especialización entre los países y las regiones con lo que el riesgo de que se produzca shocks específicos aumente. Atendiendo a estas dos consideraciones el trabajo analiza el Plan de Convergencia desde dos facetas distintas. En la primera se estudian los principios subyacentes que acompañan al Plan, su filosofía y los conceptos económicos utilizados. En la segunda se comenta brevemente la perspectiva regional.</abstract>
