<subfield code="a">The Occupational Safety and Health Administration (OSHA) commissioned the study to examine contract-labor-safety-and-health issues in the petrochemical industry following a 1989 explosion at a large chemical complex in Texas. Recent court decisions and rulings by OSHA have held companies that hire contractors responsible for contractor safety. A cooperative company/contractor safety-training program at the Mobil Oil Corp. Joliet Refinery, Joliet, Ill., has reduced incidence rates to about one-quarter of the U.S. Bureau of Labor Statistics published averages for the industry</subfield>
