They must train workers to avoid exposure through the use of universal precautions and good hygiene practices, engineering and work-practice controls; provide them with protective equipment and free immunization against HBV; and keep records of their programs. The nations of the European Union are working on new regulations that will govern biological agents, including bloodborne pathogens. They are working from guidelines that are put forth in a binding directive of the Council of the European Communities published Nov. 26, 1990. Regulations must be approved by the council.
