El presente Reglamento representa un trabajo difícil, prolijo y, probablemente, insuficiente. La negociación colectiva, las técnicas actuariales, los procesos financieros, el desarrollo de formulaciones jurídicas y económicas imaginativas, van apuntando nuevas facetas, ventajas y problemas que confirman el viejo principio de que el mercado siempre irá por delante de la regulación administrativa</abstract>
