<abstract>Este artículo recoge la ponencia de Santiago López Valdivielso, Director General de la Guardia Civil, en las I Jornadas Técnicas de Seguridad. El autor desarrolla la idea de que seguridad privada y seguridad pública forman parte de un único concepto que es el de la seguridad global. La seguridad pública del Estado debe garantizar un nivel aceptable de seguridad para toda la sociedad, y la seguridad privada debe satisfacer las demandas especiales de seguridad asociadas a actividades empresariales o circustancias personales específicas. Según el autor, el Estado debe ejercer una función de control del conjunto del sistema de seguridad</abstract>
