Sumario: This paper attempts to lay the foundations of a strategy for Spanish Savings Banks (Cajas de Ahorro) in view of the conditions which the Second Banking Directive of the CEE will bring about. This is done by comparing their problems and achievements with the problems encountered and the solutions attempted by other member countries. Difficulties in raising capital, the organizative structure of the saving banks as mutual societies, the limited number of the financial products they offer, their smalll size and the competition of commercial banks, national and foreign are the main obstacles that they will have to overcome in order to stay in the race
