<abstract displayLabel="Summary">Los atentados del 11 de septiembre de 2001 en los Estados Unidos (11-S) no representaron el acta de nacimiento del terrorismo como amenaza y como peligro real, ni siquiera para el seguro. Algunos países venían sufriendo el problema desde hacía tiempo, e incluso habían constituido sistemas para su cobertura aseguradora. El alto potencial de pérdida que presenta el riesgo de terrorismo, convierten a éste en un peligro difícilmente manejable en los parámetros aseguradores ordinarios, por lo que su cobertura, como ocurre también con las catástrofes naturales, requiere de capacidades financieras e instrumentos específicos.</abstract>
