El entrevistado transmite unos valores propios que bien podrían servir para definir las funciones y exigencias del Departamento que dirige. Reconoce que un tiempo como el actual, "de tantas transformaciones", genera un incremento de la regulación para adaptarse a las realidades, pero, admite que, si bien esto comporta complejidad para el sector, se busca "la máxima calidad" de la norma y la mejor regulación en beneficio del consumidor, aunque suponga una revisión continúa de la legislación. </abstract>
