Using a novel panel dataset of Italian regions from 2000 to 2021, the study links demographic information on executives and legislative assemblies to disaggregated public expenditure data. Employing fractional response models, it estimates the effect of policymakers' life expectancy-adjusted age on the share of environmental spending across current, capital, and total expenditure. Results indicate that regions with legislative bodies having longer remaining life spans allocate a smaller share to environmental policy, while executives' longer horizons positively influence capital investment in the environment. These findings highlight institutional asymmetries in intertemporal politics and contribute to understanding how demographic characteristics of policymakers shape sustainability-oriented fiscal decisions. |
