Over the years, a wide variety of approaches to the problem have evolved and we feel that it is timely to attempt to evaluate and, if necessary, restate the essential working criteria. This paper sets out first to review the background, next to identify the elements which are necessary for good sampling pratice and finally to examine in that light how some typical practical systems perform</dc:description>
