Sumario: The federal Clean Water Act -designed to regulate water pollution in U.S. rivers and lakes- has roots in the environmental activism spurred by the first Earth Day in 1970. Just two years back, reauthorization of the Clean Water Act seemed one of the least controversial environmental issues. There's no hassle for the average citizen; the legislation contains no car-pool and waste-separation obligations to mess up an otherwise likeable concept. On the surface, the Clean Water Act (CWA) looked like one of those win-win issues in which most parties could find something to support
