<abstract>Estimated of insured losses from the terrorist attacks that brought down the World Trade Center in New York and four commercial airlines, and damaged the Pentagon in Washington, D.C., will be hard to pin down for some time. Insurers, reeling from the potential loss of colleagues and co-workers, initially could not get their catastrophe teams into New York's famed financial district, which was shut down for rescue efforts and crime-scene investigations. Legal and contractual questions regarding coverage will likely play out for years, as questions such as whether the attacks were an act of war or of terrorism are debated.
