<abstract>Preregulation estimates of benefits and cost are rarely validated after regulation are implemented. This article performs such a validation for mandatory automobile airbarg requirement. The authors suggest that airbag are reasoneble investment in safety, shows that the regulatory analysis tools do not always produce finding that are biased against health, safety, and environmental regulation</abstract>
