Camilo Pieschacón VelascoSumario: Japan is the first Asian country to have introduced social insurance measures and it has developed them steadily during the last few decades. The first social insurance law was passed in 1922, dealing with workers' health insurance in general. It was succeeded by the following branches of social insurance: National Health Insurance (1938), Sea men's Insurance (1939), Employees' Pension Insurance (1941). After the termination of World War II, the new Constitution was promulgated, under which the Japanese Go vernment, despite the worst financial conditions, made great efforts in the field of social security, especially in the reconstruction of declined systems and in the development of more comprehensive and adequate social insurance schemes. Noteworthy schemes that established after World War II are: Workmen's Compensa tion Insurance (1947), Unemployment Insurance (1947), National Public Mutual Aid Association (1948), Health Insurance for Day Laborers (1953), Private Schools' Teachers and Employees Mutual Aid Association (1953), Staffs of Cities, Towns and Villages Mu tual Aid Association (1954), Staffs of Public Corporation Mutual Aid Association (1956). Staffs of Agriculture, Forestry and Fisheries Institution Mutual Aid Association (1958), National Pension (1959), Local Public Service Mutual Aid Association (1962) and Far mers' Pension (1970), Children's Allowance (1971) and Employment Insurance (1974). In 1959, "medical care for the whole nation" and "pension for the whole nation" were established, by the amendment of National Health Insurance and establishment of National Pension, thus the whole population is, therefore, covered by either one or more of these social insurance schemes. It should be noted, however, that there are much differences in the amount of benefit granted or the contribution paid, among each of the medical care or the pension insurance schemes, under which the people are to be protected against the same kind of insurance risks. There has been many amendments of these schemes as to extension of coverage, improvement of benefits etc. parallel to the social-economic development. Particularly, in 1973, schemes were amended remarkably resulting the improvement of benefits and introduction of new ideas in order to maintain benefits' real value and to lighten the liability of insured persons. This scheme was replaced with Employment Insurance in 1974.
