Over the past decade, a new arrangement, probably better termed a scheme , has appeared in claims on life insurance policies: the so-called stranger originated life insurance policy (STOLI or SOLI). In this scheme, a person is induced into purchasing life insurance policies for the sole purpose of transferring the interest in the death benefit to investors, who have no insurable interest in the policyholders life and who often fund the policy premiums or arrange to do so. The practice has invoked questions of integrity and is fraught with potential for fraud to the extent that most states have enacted or proposed regulations to limit STOLI activity
