Estos constituyen la base de los Estados de bienestar, que deberán enfrentarse a nuevos riesgos y tendencias como la transformación digital, la transición demográfica y epidemiológica, la crisis climática y los rápidos cambios que condicionan el futuro del mercado del trabajo. Es preciso establecer nuevos pactos sociales y fiscales para garantizar la sostenibilidad financiera de la protección social y avanzar hacia un desarrollo social inclusivo</abstract>
