It seeks to overcome financial fragmentation across EU member states by simplifying regulations, promoting low-cost investment products, and removing barriers to cross-border activity. Previous efforts like the Capital Markets Union and Banking Union fell short due to inconsistent supervision and national regulatory resistance. The SIU proposes measures such as a unified supervisory body and a 28th regime to harmonize financial rules. However, its success depends on addressing economic nationalism, industry resistance, and the lack of demand-side policies, with the ultimate goal of improving capital allocation efficiency across the EU rather than replicating the U.S. financial model</abstract>
