<abstract displayLabel="Summary">La crisis ha evidenciado que la gobernanza economica europea presenta deficiencias en tiempos de bonanza y que resulta penosa en tiempos de turbulencias. Europa ha aceptado las restricciones macroeconómicas provenientes del mercado único y de la moneda única, pero sin que se produzca una transferencia a nivel de la Unión Europea de los instrumentos de política macroeconómica necesarios para encarar coyunturas adversas de forma coordinada (ni instrumentos fiscales, ni mecanismos de redistribución susceptibles de limitar los efectos de las fluctuaciones económicas)</abstract>
