[] It is about ensuring access and opportunities for all throughout the life cycle. Europe needs to make full use of its labour potential to face the challenges of an ageing population and rising global competition. Policies to promote gender equality will be needed to increase labour orce participation thus adding to growth and social cohesion</abstract>
