<abstract displayLabel="Summary">pesar de que los peligros naturales no siempre se convierten necesariamente en desastres naturales, las pérdidas económicas causadas por desastres naturales están aumentando en todo el mundo, con independencia de que sean causadas por peligros geofísicos, meteorológicos, hidrológicos o climatológicos. Los peligros naturales se convierten en desastres cuando se pierden vidas, cuando se dañan los edificios e infraestructuras y cuando los costes financieros y sociales de la reconstrucción y la completa recuperación, que duran años o incluso décadas, son difícilmente asumibles.</abstract>
