      <subfield code="a">The conceptual model of radiation protection was revised by the International Commission on Radiological Protection in 1977, and there has followed a far-flung regulatory debate. One of the proposals of the ICRP was to introduce a new system of dose limitation which takes into consideration the risk to all significantly exposed internal organs. This is done using explicit risk factors which summarize the evidence relating to the long-term consequences of radiation exposures. The derivation of these risk factors by ICRP involves a number of assumptions concerning the spread of risk across different sectors of the population; this paper offers a critique of those assumptions</subfield>
