      <subfield code="a">In the United States, if employers determine their workers are it risk for bloodborne disease, they are required to follow the standard. They must train workers to avoid exposure through the use of universal precautions and good hygiene practices, engineering and work-practice controls; provide them with protective equipment and free immunization against HBV; and keep records of their programs. The nations of the European Union are working on new regulations that will govern biological agents, including bloodborne pathogens. They are working from guidelines that are put forth in a binding directive of the Council of the European Communities published Nov. 26, 1990. Regulations must be approved by the council. Although focused on healthcare and laboratory workers, the directive mentions that sewage and sanitation workers need protection too. It puts them in a lesser category of risk</subfield>
