<abstract>El Gobierno parece decidido a convertir la dependencia en el "cuarto pilar del Estado del bienestar", junto  con la salud, la educación y las pensiones. De ahí que su planteamiento pase por una cobertura eminentemente pública que deja pocos resquicios para el seguro privado. Ahora bien, aunque las posibilidades de negocio no respondan a las expectativas, tampoco se descarta que esta cobertura goce de un tratamiento fiscal similar a los planes de pensiones, lo que podría darle cierto impulso</abstract>
