<abstract displayLabel="Summary">En todo proceso de desarrollo resulta crucial para un país contar con un sistema impositivo eficaz y equitativo. Sin embargo, ha sido frecuente que los sistemas de los países en desarrollo presenten numerosas deficiencias, tanto de carácter general como particular, a las principales figuras tributarias. Por esta razón, a lo largo de las dos últimas décadas un buen número de países en desarrollo se ha embarcado en un proceso de reformas de sus sistemas tributarios. Pese a los importantes avances logrados, aún quedan substanciales tareas pendientes. </abstract>
