<abstract>The enactment of TRIA (Terroism Risk Insurance Act) in 2002 removed some of the uncertainty inherent in this new atmosphere. TRIA created a three-year program to share, administered by the Department of the Treasury, to provide a backstop for comercial property and casualty insurance, covering up to 100 billion dolares each year after designated insurer deductibles. The key aspect of this act requires underwriters to make terrorism insurance available to their customers, coverage that they would otherwise be hesitant to offer</abstract>
