<abstract displayLabel="Summary">Desde el punto de vista estatutario, dos son las principales modificaciones, que afectan a la naturaleza jurídica y aseguradora del Consorcio de Compensación de Seguros. En primer lugar, su nuevo Estatuto Legal, aprobado por el artículo 4º de la Ley 21/1990 que viene a transformar al Consorcio de Organismos Autónomo del Estado en Entidad de Derecho Público y en segundo término, el Estatuto elimina el carácter monopolista con que ejercía el Consorcio su actividad principal, esto es, los riesgos extraordinarios</abstract>
