<abstract>La Unión Europea ha adoptado numerosas medidas específicas para combatir el terrorismo y la delincuencia organizada, considerando que las víctimas de delitos de terrorismo son vulnerables, por lo que debería imponerse la adopción de medidas específicas en lo que les concierne, dado que los objetivos de la acción prevista no pueden ser alcanzados de manera suficiente por los Estados miembros unilateralmente, sino mediante cooperación</abstract>
