The world is looking to China and the US to overcome tremendous economic and political hurdles and set the agenda for a meaningful global climate effort. With China unwilling to formalize its pledge of appropriate mitigation actions, and the US unlikely to overcome its zero-sum mindset suspicious of burden-sharing, Datamonitor examines possible scenarios under which the transfer of low-carbon technologies and related investment could be possible. Significant efforts will be made to reach an international agreement and these will no doubt quickly be acclaimed as a resounding victory for all nations involved and for the prospects for greater long-term international co-operation. However, such efforts will fall short of a binding international framework that will curb climate change to the extent that scientists deem necessary. While the prospects for international co-operation on climate change have not looked brighter for more than 10 years, Copenhagen cannot deliver a final agreement on a new, credible and meaningful climate change framework.
